What type of Pony?

As the title really.

I have a 10year old brother whom I am looking for a first pony for. He is 4'11" so wondering what height would he need?

Would 12.2hh be okay?

I'm sure 12.2 would be good, but I would expect him to start shooting up soon so perhaps 13.2 would last him a little longer without him needing skates!
