What would you do if..

I would pay the asking price less say 30% for the condition.

I would feel honour bound to point out to the owner (grumpy hat on here) that the horse isn't being wasted, she is receiving a sub standard level of care and is going backwards. Long working hours do not excuse this sort of thing. Strange that they can clip the horse yet not provide her with suitable forage or time out of the stable.

I have to say we've never gone to see a horse that sounds and looks to be exactly what we want and agreed to have it if it has been underweight. As in, quite a bit underweight!
See far too many cases of people finding the 'perfect horse' and then when its been fed and got a little fitter it turns out to be a total nutjob. Sorry.
 
Is this mare local? Can you find out any more info about her and whether she's known for behaviour problems, health issues etc? I wouldn't dismiss out of hand but I'd do a bit more digging first if I could. If you are to have her on loan for 3-4months first you could see how easily she gains weight and whether this affects her behaviour. I would suggest the fact the seller is prepared to do this means she is pretty honest otherwise she'd be selling her straight off?
On the other hand though, she might be wanting you to feed her up and then want her back!
