at the livery yard i am at a stallion was brought on about 3 months ago, owners said he was going to be gelded asap, but this hasnt happened, it was getting left out but it escaped from the field and got into another field and attacked a gelding and covered a mare, so now is permenantly stabled, next door to my mare so i can no longer use my stable (unless i bring both mine in and put them into the same stable).
owners hardly come to see it, its shoes are hanging off, it hasnt had its feet done in the whole time it has been at the yard, it gets no in hand exercise (other than when other liveries close the barn and let it out for a stretch of its legs, he is very quiet) he has rainscald from when he was out and an untreated injury from when he got out of his paddock which has his leg all swollen up, he only gets mucked out/fed up when other liveries do him otherwise he is stood in his own muck with no food, the yard owner dosnt seem to care as long as he is getting his money
so my question is would you report it to a welfare society and which one?
i am looking for other stables for my horses but am having no luck finding two on the same yard

Yes, I would def refer to a welfare agency, WHW seems to do a better job than rspca.
Def do something though, poor poor horse (and what a shite yo to allow the situation!).

I would speak to the YO about your concerns - pointing out all the things that you are talking about (in case they hadn't realised) and THEN speak to a welfare agency - then nobody can say you didn't try the right people first..
