You have a sharer for your horse.
You find out they have taken a couple family members up with them, taken horse out of field and sat on without a hat and allowed a family member to sit on without a hat?
The family member possibly has never sat on a horse before - not sure.
They only went for a few steps so thought it was ok even though they know better and would not lunge without a hat.

That would depend on how you found out. If someone told you, I would say "X tells me that ........ Is this true?" and depending on their answer decide what to do about it, if anything. It might not be true

BUT if I had seen photos of this event I would issue a one time only warning that *no-one* else is to ride the horse, without my express permission.

I'd have a quiet word. Remind them it's not safe to ride without a hat and if you do not want others sitting on your horse make it very Clear.
If It happens again look for another share.

I found out as I was taking photos on the yard for someone else and I saw them go up so I turned my camera to see what they were doing as I saw my other pony at gate. When I zoomed in I noticed the lack of hat and then the second person on her. I did go storming up as the field is well away from yard so no-one would notice and I have a mounting block there as I often ride and lead mine in (always with bridle and hat as she knows).
The family walked past me so it was only sharer and me so I was blunt and said "I saw you riding without a hat." The reply was I know it was wrong but it was only a few seconds. The time stamp on my photos show a minimum 4 minutes so considerably more than seconds.
She now definitely 100% knows that absolutely no-one rides without my permission and no hat does not happen.

Equi - no written contract as I kept forgetting to take it up and get it signed - that is definitely being done this week and I'll be ensuring these points are within it.

I think I'll leave it as a warning and see how it goes.

At the end of the day, if something happens to any of them YOU would be legally responsible regardless of the circumstances. Nobody even sits on my horses without a hat, EVER.
Give them a warning. If it happens again they are gone!

Id have to remind them, it only takes one second for something to come out of nowhere and spook the horse and someones head to hit the floor.
I'd feel as vulnerable getting on my motorbike as i do getting on a horse, i don't care if my hair doesn't blow all pretty in the wind, i like to keep my head intact! Cant understand why some people don't see the danger
