Lumps of hair with 'white ends' keep coming out in clumps around a particular area. I'm not sure if it's just her shedding her winter hair or what really, any opinions?

I have tried to take some pics (sorry for them being so big, not sure how to re-size) to show it. It is an obvious patch on her side when you look at her.

looks a bit dry and scurfy - maybe adding Charnwood linseed meal in might help the coat. This is probably just normal coat shedding. Nothing to worry about I wouldn't think.
 
Echo brucea - just plain old scurfy skin. Start from the inside with A1 diet to include all vits and mins, maybe oil for a glossy coat, maybe hoof supplement as that promotes strong hair growth too. Then attack the outside with a gentle conditioning shampoo, maybe tea tree or something vaguely medicated. Gentle but thorough grooming. But if you spot any white specks about the size of a grain of rice that appear to creep slowly through the hair when stared at for 5 mins or more, it's lice! But it sounds like just scurfy skin.
 
Looks like rain scald to me, especially photo 3. Caused by a bacteria so I suggest you get some malaseb from your vets to wash her with. I wouln'd be suprised if there was a fungal componant as well but malaseb will take care of that.
