When a horse is "officially 4"...numpty question

Is that going on the basis of 1st January rather than birthday?

So under comp rules the horse can compete (unaff I mean, no clue about affiliated) from the beginning of the year they turn 4?

All horses for official purposes age on 1st January. For affiliated competitions most horses can start their career in one form or another at 4. For unaffiliated it depends on the rules of the event most RC and PC allow horses to compete from 4 onwards and most other unaffiated events don't stipulate so you can start when you want.
