When Hi-fi is used as a hay replacer should it be dampened?

I always damp down George's feeds (alfa a & lo-cal) as this was suggested to me to help prevent choke (this hasn't happened to him though). I am now also giving him a bucket of hi-fi along with his evening hay, should I wet this as well?
 
I just mix 1/4 Happy Hoof (which is a bit oily textured) with 3/4 Hifi Lite, then stir a bit to make the Hifi less dry. Seems to go down very well. I always ensure plenty of water in his water bucket, especially if I'm feeding a lot of Hifi.
 
We always always wet chaffy-type feeds. Unless we've put beet pulp in too.

If you are giving a bucket full as a slow pick at feed then no, I would not dampen it as after a couple of hours it is liable to get rather icky, compact and stick to the bottom of the bucket

I think it's personal preference as well - some prefer it dampened. I damp Twigs' down a bit, but not soak it, when feeding it as a hay replacer.
