when is it best to change bed

my foal is presently on straw, which is great but mum insists on eating it every night and is getting fatter and fatter, at what age can I change to another bedding I was thinking of beddown.

I change back to shavings from straw within a few days of foaling I've never had any mishaps from doing so.
