When will she stop growing?

My lightweight cob x is rising three. She stands at fifteen hands but does not yet have much wither. The vet said she had probably finished growing( took measurement of leg with piece of string) but to me it seem s unlikely at such a young age and she looks like she will come up in front a little. What do you think please???????
 
Three sound pretty young for a cob to have stopped growing, I'd have thought she'd carry on growing and maturing til at least 5. I've been told my native won't be fully mature til 6 or 7.
 
She may not go up much more in height but have a lot more going "sideways"!! to do yet? With her sideways may give her a little more height, I guess?

I always thought that they would pretty much reach their adult height at around 3/4 ish, and then do more filling out after then? But what do I know!
 
My friend bought a 15.1hh TBx as a 3yo and he looked very much like a pony, now he's 6yo, 16hh and very much a horse, he has gone up a good couple of rug sizes in fact i'd say he has grown a lot longer than he has taller (or at least he appears to have) and he has certainly filled out.
 
we've got a young cob in the riding school who's rising 5 and since we got him this time last year he's grown quite a bit, up the way and out the way! also my welsh cross is 5 this year and since we got him a year and a half ago he''s grown 3 inches and still needs to fill out a bit yet too!
 
Was hoping there would be no more sideways growing but i suppose we will find out eventually.
