Which bit for a strong pony?

My mare literally has no mouth at all! When hacking, alone or in company, she will go nicely as far as she wants then when she's had enough, she will rear up and turn around as if to go home. When I can tell she is going to turn I open my reins wide and she will carry on walking and forget her idea to go home. I ride with a schooling whip so when she try's to turn round I whip her rear and she will again go forward. However, when she manages to fight me and turn around(facing home), its impossible for me to turn her back around(to carry on our ride). I can have both hands on one rain pulling her to turn her round and I still have no control! (The rearing is not a problem).

I ned ideas on what bit she should wear to stop the turning? Baring in mind she has mouth!!

(She is currently on a fulmer bit with a losenger.)
 
My new connie was in a full cheek waterford snaffle, very good for strong horses. He's been 'downgraded' to a French link now but the waterford is excellent as the full cheek pieces help you to turn more effectively by applying slight pressure on the cheek. Also the waterford mouthpiece is made of 3 separate pieces, like metal balls, and this stops the horse being able to take hold of the bit and tank off with you. It also discourages leaning on the bit during normal riding. I use it for everything with my stallion and find it's great for keeping him under control but still isn't too severe that he dislikes being ridden in it. Good luck :)
