He is a TB x WB, throughout winter will probably be working 4 -5 days a week, living in at night, out during the day. He isn't clipped yet (obviously) but has grown his winter coat, and after an hours ride is very sweaty, so I have to spend ages walking him off in his cooler. He is new to me, and his previous owners said that they worked him 3 days a week and clipped him out full, even saddle patch and legs, because he overheats easily and got hives/rash from his rug...however he is in a medium weight turnout at the mo and seems fine, so i'm confused, as a full clip seems too much for the work he is doing.

Also what do I do about rugging him up, how heavily do I rug him once he is clipped?

Personally i would go with a blanket clip.
Just remember it is better to do a lesser clip and then have to take off more at a later date than take too much off as you can't stick it back on ;)

I would just go for something like a trace or irish clip so that you are taking off half neck , chest and under belly ( irish ) or then the top part at stifle level to make the trace , you could take off more again if he still seems too warm , by taking the belly chest and half neck you're taking the bits that get most sweaty . My lad, IDx, had a blanket clip last year even though he lives out 24/7 and was only minimally ridden and he wasn't cold once ( not even in the snow )

I'd give him a hunter clip, i don't do legs unless its a cob or extremely hairy.
I only ride 3 days a week and both mine get hunters, saves having to go back and clip again if you need to take more off.
As long as you keep him warm and plenty of hay you should have no problem.

I'd look where on his body he gets sweaty after an hours work and those are the bits that need to come off, obviously in a neat manner! For example if its just his belly and neck go for bib clip, but if hes sweating all over a hunter clip is probably needed. I'd personally go for a blanket clip, my Welsh D is in a similar situation and he is getting a blanket this weekend.

I would go for a trace, and see how he goes. You can always whip the neck off to turn it into a blanket clip if he's still too sweaty. Obviously, the bigger the clip the more rugging he will need. My cob mare has a short chaser and is still turned out naked - I'll be clipping again soon to turn it into a full chaser, as I've found I'm riding her more than I thought I would have the time to. x
