Which rubber - tyres or recycled running track (crumb)

It does matter to a degree;

Crumb is better to jump on, the larger tyre stuff can be an unstable footing if you're popping over 1m in height.

Make sure that you have the proper waste transfer licences for all recycled rubber material and make sure the rubber comes from a reputable source as you need to make sure the wire is removed from the tyres...
 
From my experience rubber Crumb works wonderfully- you can jump any height on it and it provides a really stable footing for higher level flatwork. The licence for transporting rubber should be provided by the company you purchase the rubber from, or the transport company you use- it's just a tick the boxes exercise to prove the rubber isn't going where it shouldn't!

My only thought is the arena is big enough to jump in- 20 x 40 is not really big enough to do anything in. Outside of the UK the standard size is 60 x 40!! Anything smaller is seen to hurt horses backs and put undue pressure on joints!
