Who do I contact regarding serious case of neglect...

Apparently it isn't RSPCA because they only deal with england and wales. :S Can't get a number for the USPCA either.
Does any1 know of any groups that deal specifically with horses?...Would need info ASAP.

I'd try World Horse Welfare. They'd be able to give you contact details of someone else if they weren't able to help themselves.
