who gives their horses time off during the winter

as in titile really, years ago everyone i knew used to give their horses a few weeks off during the winter, just wondered if that was still the case....

I give them January off as it is usually too frozen to ride in the mornings.

I want to give my girl winter of but she has spavins in her hocks and vet has said that work will help keep her sound so I have to try to work her pretty much everyday :/
