Who is responsible for ensuring that horses have passports?

Just another waste of time law nobody bothers with except the people who dont need the law anyway, just like dog poo, litter dropping, spitting, fly tipping, dogs out of control in a public place ect ect, the only people these laws apertain to are the ones that wouldn't do the above anyway, the people who do need the laws never get done for them anyway.
 
Well I hope he gets prosecuted for each and every equine that was without one, just like we would and then that money should be donated to their care with the appropriate animal rescue charities ......
 
Hmmmm interesting I bet if you were traveling your horse somewhere and 'forgot' the passport you'd be the one to be stopped and fined!!!!!!!!!
 
The owner is responsible.

I can't understand why there isn't compulsory microchipping - surely it would be more effective. It's too easy to get a second passport.

There is new EU wide legislation in the final stages of consultation that makes micro chipping compulsory.
