Who is responsible for this?

http://m.bbc.co.uk/news/uk-england-21640420. This poor horse was tethered and was found hanging over the cliff. The RSPCA officer cut him down and cradled him to keep him warm.
Someone somewhere owned this horse. Is this the same irresponsible person who tethered him? What punishment will they receive? Words fail me...

Saw this too and no mention of why he was tethered or who owned him. Terrible thing. Wonder if writing to RSPCA would get an answer?
