Who is the best to report a dog to?

Hi, I need some advice, who would you call to report a dog to in the Devon, Cornwall area. He lives in a cage about 10x4 with shelter which is fine but I don't think he gets out much if at all. He is never cleaned out and is running around in his own muck in fact I have never seen him cleaned out! who would do something about this? would anyone care? Would one of the welfare charities even do anything? Or am over reacting?
 
RSPCA for a dog - probably I would find an alternative for horse problems but they do help a lot of dogs. Even if you are over reacting (and I don't think you are) at least you will know a professional has taken a look at it.
 
Um, I'd probably ring the local Dog Warden in the first instance and ask them what I should do........... then expect that they would then report it on to an appropriate rescue agency.

Yes know that RSPCA are there for situations like this (or they're supposed to be anyway - scratches head), BUT IMO when they have a genuine problem to sort out they're as useless as a nun-in-a-punch-up.
