Is the breeder (to be recorded on the foal passport):
1) the owner of the mare at time of insemination
2) the owner of the mare at time of foaling
3) Repro yard owner who had mare on livery to get in foal and provided advice on which stallion to use

Definitely not 3!

The other 2 are a bit contentious, I’ve known it done both ways but it’s usually 2) whomever has purchased the bloodlines and foaled down, even though I appreciate that might seem a bit odd to some

For a British native breed, then it's (for most societies) the registered owner of the mare, unless a lease agreement for the mare has been registered with the society prior to foaling.

Who has the covering slip? Same person that owns the mare?

New owner has the covering slip however (3) has recorded themselves as the breeder and owner and the registered society is refusing to change without written consent which will not be forthcoming.

I don't understand how they (3) can switch ownership of a mare without owner signing etc as both parties need to sign. Sounds like there is more to this than we are getting told.....

Unsure what you mean by switch ownership of the mare without both parties signing. The covering certificate for the foal has nothing to do with the passport for the mare so I’m confused on your point - could you further explain please?

Yes. Mare was sold in foal.
The owner needs to consult a lawyer then, as this should have all been dealt with BEFORE the purchase took place, the relevant society notified and the paperwork completed before the poor mite was dropped. Bloody irresponsible of both purchaser and seller.

So, there is a foal on the ground now, bred by X out of a mare now owned by Y. Who actually owns the foal on paper? Who is naming the foal? Who has registered it?

about race horses second one cos second one gets the breeding bonus even if foal sold out next day of foaling
insemination/mating date does not matter

When a foal was borrn the husband claimed part ownership of the foal even thought they seperated before the mare was inseminated. As there can be disagreements with a surrogated mare in embryo transfere. The person who paid for the insemination process is the owner of the foal and anyone useing a surrogate mare will have an agreement over the ownership of the foal. The racing industry have different rules but credit should go to the person who chose the stallion and mare as they are the breeder and have used their knowledge to decide the genetic parentage mix to produce the foal. The owner in the racing idustry is the mare owner at time of foaling but the sports horse studbooks disagree with that policy.
