Yes, I used e-collar on myslef before my dog as I wanted to know what it felt like. Level 1 I couldn't feel it, level 2 might have been a slight tingle or I might have imagined it as obviously I was expecting it, level 3 felt a tingle, level 4 just less than a static shock, level 5 static shock, and then I wussed out but it goes up to 8.
I used it to stop a lurcher chasing horses. Dog had been around horses all day every day since he was 8 weeks old (I work on a yard) and was always with me when I turned out. One day when he was about 5 months old he ran after the horses when they cantered off, called him back and gave food reward. After that he got worse and worse until he'd tear off after any moving horse (in the field, loose int he school etc) and no amount of nice recall + food reward or LEAVE IT would distract him (his recall has allways been 100%). He very nearly got kicked many times and only gave up once the horse stopped moving, anyone with sight hounds knows what they are like when chasing something. I know I could have just kept him away from them but that's very hard when I work on a yard, I could hardly keep him tied up or on a lead with me all day (I am around horses 7am til sometimes 9pm), and the other option was to leave him at home all day.
I took my 'very good with dogs pony' and dog wearing e-collar down to the field, remote control in one pocket and mini sausages in the other. I encouraged the pony to canter round the field, and when dog gave chase shouted LEAVE IT and used collar (on level 3). Dog immediately stopped and looked at me, so I called him, took hold of his collar and gave him a sausage. I then encouraged the pony to canter and did the same thing again, LEAVE IT, shock, recall, food. The third time he just stood next to me and watched the horse cantering, but not in his usual fixated manner. He has never chased a horse again to this day. I can turn out 4 horses and he waits just outside the field whilst they gallop off, although I am careful to get his attention before I let them go and I still reward him for looking at me instead of fixating on them.
Sorry that ended up rather long! So in short I have used an e-collar on my myself and my dog, although I only ever used it on him twice. I still have it and I would use it again, but only if it was something very important (ie. my dog could easily have been killed by a kick to the head) and only after I'd exhausted all other options.
As an aside, dog is clicker trained, I always have a full pocket of food rewards, I have used a spray bark collar, and I have used a halti on a previous dog (never a flexi lead though!) so I'm rather oick n mix in my training methods.
