Why are my rugs slipping?

The cotton sheet under rugs on both my horses keep slipping to the right when looking from behind. And I can not work out why!!!!!!

Both horses wear a Lycra vest as get fur a little skurffed on their shoulders
both under sheets are amigo, they are the right size and when on their own the fit very well
one horse wears an amigo medium weight turnout with hood (black orange kind) this horse is not clipped
one horse wears a rhino heavy weight turnout with hood (blue check) this horse has a close clip.

i have tried putting the rugs on to the left, shortening and lengthening the stomach straps, rugs forward, rugs backwards... Yet the under rugs keep slipping right while top rugs stay put!!!!!!!!

can anyone save my sanity? I've got cheesecake!!!
 
My horses rug rugs always slip very fractionally to one side(can't think which). He's got good quality,well fitting rugs but he's very high withered & I think the rugs simply can't balance on his withers so slip very slightly to the side. He does wear a bossy bib as he can get sore,rubbed withers & is very thin skinned & gets rubs all over shoulders & chest if not got bib on .
 
Thank you I'll try without the bib...... I think if it comes to it I may buy them a light liner each!

It's just irritating cos of course when it rains one side of them gets all wet!!!
