Why are some people so irresponsible

On my way to the stables early I was following a horse pulling a shoddy homemade trailer being riding by 4 youths.
Fine ..... but on the 5 minute journey they happily trotted/cantered through 3 sets of red lights, on busy roads.

Fair enough if they want to kill themselves, but its likely the horse would have been hit first.

I see this far too often down here, I feel sick when I see them, they are about 10 years old! Needlessly whipping an already very fast trotting horse
