why is it standing like this?

I always thought the front legs should be straight, to show the shoulder and the hind legs to be behind (like the pic) I guess to show the quarters and back, for this type of breed. I've not seen them stand like this horse pictured and I used to work with showing welsh cobs.
 
no-we show wlelsh cobs and that isnt how they should stand..they should stand square yes, but their forlegs should be under them and their quarters strtched out to show their confo and quarters. That pic isnt doing any good for it, it would be great if the forlegs were back, directly under him more.HERE some pics i have of what it should look like

They must be American! They get them standing like that in some of their showing classes
 
Maybe they are trying to get him measured at 14.2 and have trained him to stand like that to lose a few inches? He is really 16hh.

He looks like if you pushed onhis back he would slowly go splat towards the floor.
 
you see a few welshies shown stood like this in the ring, usually in the inhand, personally i hate it.....

I've never ever seen any horses being shown like this over here in North America.

As a previous poster said, yes some horses are shown with extended hind legs. Front legs are always vertical to the shoulder, never extended as in that photo.
