Why won't my horse eat his chaff?

My horse is currently on 3 scoops of D&H Build Up Mix with 3 scoops of D&H Fibre Performance or Alfa-A along with a breathing supplement per day as recommended by nutrition & feed professional.

He is not a greedy horse in the slightest and won't even eat feed if it's not dinner time! He also never eats his feed in one go, he much prefers to pick at it throughout the night whilst stabled.

Other than his feed, he's on good quality adlib hay and 12 hour turnout everyday.

My problem is, he always leaves 1/3 of his chaff. I've tried adding garlic, mint and herbs but he still leaves it.

Does anyone have any tips for a fussy eater? I don't want to put him back on sugar coated mollichop!

I should add that his feed is wet

My horses have been on bran and high fibrenuts plus supplements all winter, I decided to buy some chaff just to bulk up their feeds, 2 horses eat everything, 2 horses leave some chaff, so they mustn't like it, so I leave it out. simples.
 
One of my horses isn't really bothered with chaff & regularly used to leave some. I just reduced the amount of chaff I put in the feed. He has plenty of hay/haylage so I'm not bothered at him having less chaff. Other horse eats every bit, I suppose it's just down to their taste. One eats everything I give him, other always leaves apple. :)
 
I'd replace it with fast fibre. Although personally 6 scoops in total is a lot for a horse that doesn't eat a great deal. I'd look at ways of changing it so I was feeding the same energy but in smaller amounts. If he is not a gobbler, do you really need to be adding chaff? Why not just feed the mix.
 
Have you tried wetting it or changing the flavour? The apple one smells amazing, not that my greedy guts cares, but I like him to have the nice stuff! Maybe grate apple in or add a sprinkle of mint/garlic. Otherwise try him on something different, perhaps he just doesn't like it! Mine won't eat swede/parsnip/pear so I don't give them. Simples.
