Will I need to blanket my clipper horse in a open stable

Basically, this weekend we are moving to a livery Yard. He is a chunky, bit fat kinda hairy Welsh cob, he gets very sweaty quickly while working and I will be giving him an Irish or a trace clip in mid October I think. On the yard he is in a big ‘pen’ type stable which is really big but also the long side is open to the outside and just gated to the outside to strong winds/rain will get in, I wouldn’t want just a stable rug as if this gets wet at all it will just be wet rug on him which won’t be nice so basically any ideas?
 
I would get a lightweight turnout to use with a middleweight for if it gets colder, it is not fair to leave him too exposed to the weather once he is clipped, being shut in and unable to move around if the rain is coming in is worse than being outside in a field where they can usually find a hedge to get in or have the ability to move about if they want to.
The other option is to leave him without a rug and get something to put over the gates to help prevent the rain getting in, some strong tarpaulin would work.
