Wish teal would grow some balls and fight back sometimes!

Dylan is now 8 months and bigger than Teal. Basically he's the dominat one. He doesn't hump much but has this real big dog attitude thing going on he will have a toy shove it in another dogs face and then sit on said dog! And walk away. He also climbs all over Teal, hangs off his ears. Teal whines and normally comes to find me! They do play tough when they get going but sometimes Dylan just keeps pestering Teal. Wish Teal would just tell him off. If it gets too much and seperate them for a bit. Also the other day Dylan sat on my head (we tried) and I pushed him down and made him stay for a few seconds and then ignored him (bugger wagged his tail)

Ideas ?
And should I just leave him and Teal to it?

Everyone who knows him said I should get him cut but I want to leave him till hes a good year to 18months, hes not aggressive in anyway shape or form just rules the roost a bit in the way I have described.
