Wont wee when on the lead.

My Lurcher pup is now nearly 11 mths old and will soon hopefully go to work with my hubby and has to be able to go to the loo whilst on his lead. He is great at letting us know when he wants the loo when we are at home but will not wee when on the lead. He stayed with a friend when we went on holiday last year and her garden wasnt fenced off so she walked him for ages each night for his bedtime wee and he just wouldnt do it and ended up weeing in his crate and in the car, poor boy as he must have been bursting.
She even tried a flexi lead but he still wouldnt do it.
The other night hubby took him out for a few hours in the car, took him for a walk, mid journey and he wouldnt wee, got home and he pegged it to the back door to go out for a wee.
Any tips or advice please.

My dog wont do anything on the laed no matter how long he is out and will only do a number two with his bottom in a bush.

Wish Boris would only poo in a bush, our gardens trashed, dead grass, and no bushes or plants, he dug them all up.

Does he try to scent mark where another dog has peed - like a popular lamp-post, tree etc?

Hes just started peeing where his brother pees but doesnt always cock his leg yet.

My Boris won't wee or poo in the garden = HAS to be in the public park!!! He knows it's an excuse for a good run about in the park...
