For working hunter, is a velvet navy helmet preferred by the judges? As I have black tack and a piebald horse and I don’t know if it will look right with it, or is a skull better??

Definitely not a skull cap, you could choose a different colour, that is a matter of fashion/personal taste.

Maybe look at a grey cap? Black is technically incorrect if you are a lady. I think brown looks great as an alternative to navy but not with black tack!

Navy is correct on a lady, if all you have is black then go with that.
If you are buying new then buy navy.
On ponies you can get away with more colours (navy, green or brown depending on your jacket) but on horses a lady should wear navy
