how? i know he can do it but he wont! any advice how to do it. main problem is he wont work off my leg. any advice for lazy beastie?

Firstly, your horse must be going forward and off your leg in order to work round and loose over his back, so I would advise working on getting him forward and responsive before worrying about forcing an outline.
It's hard to advise without knowing more information, so I suggest getting a good instructor who can work with you and your horse
