Agreed with the others - up the workload, clip more and rug less.
That's been the plan with my cob, and there's a difference in 3 weeks. He's worked near enough every day (schooling, lunging or hacking, 9 times out of 10 breaking a sweat), now has a high chaser clip, and in regards to rugging, he's either naked or in a no fill daytime (depending on rain) and naked or in a fleece of a night (fleece if it's getting down towards zero).
Lunging is a good idea, and the cold should hit soon!
