There have been recommendations for longer/more earth spikes, but there is another way.

Use several wires/tapes and alternate the power to every other one and connect the others directly to the earth connector on the energiser, as well as an earth stake.

The energy will then short from the live wire to the earthed wire through the pony which is going to equal a more efficient circuit and a bigger shock. This is a recommended way of getting over the problem of a bad earth.

For particularly poor earth conditions (sand, peat, gravel, very dry soil, snow or frozen ground) it is possible to increase the earth efficiency by: -

increasing the number of Earth Spikes.
by running an earth return wire in parallel to the fence line and connecting it to Earth Spikes at regular intervals.

Thanks everyone for your suggestions will get the farmer to recheck my figures and sort the fence. Thank you I hadnt thought about lightening a very valid point which of course now I think of it would make it very unsafe. After 7 years and repeatedly rebuilding his fence this week I didnt much like him yesterday frustration got the better of me first time in my life I have felt angry with any animal as I normally have the patience of a saint I apologise for for finally losing it with him
I think perhaps I will try sheep netting a few inches outside his five strand fence, will check the joules on the energiser it isnt too big an area I will also look into getting fence panels I worry about netting as a friends horse kicked out and cut his back legs to the bone in stock fencing but I guess needs must if it is close enough for him the get a nose on it but far enough away from the rope fence it will make it safer. If all else fails I will try and either find somewhere else to rent with small paddocks fenced in permanently or maybe even loan him somewhere. The rise in popularity of electric fencing has worried me for a long time I know he cant be the only one doing this and it is a nightmare if the only fence is an electric one
He does get exercise he is a driving pony with a very dodgy temperament who hates children Being small this precludes him from being sold just incase someone who didnt know better decided to make him a kids pet. I do love him to bits and everything I have done for him has been for his welfare and my peace of mind not for any other reason
If all else fails I will try a tether but I dont like the idea of him being on his own or the risk of him getting tangled in it. unless I am there with him sadly I cant be there 24/7 watching him as he is 8 miles from hiome as it is in an attempt to provide the facilities and flexibility he needs
I cant ask the land owner for anything more fence wise he put the post and rail ring fence in for me to rent it specifically so it has already cost him a lot of money initially a lot more than he was getting in rent

Amps kill, it is true, but even low currents can kill as evidenced by a number of taser deaths.

I reckon a typical electric fence would pass less current than the 0.5A (500mA) you quoted - probably more like 10-20mA. It is known that 100mA can kill a human, and even currents as low as 10mA through the heart can stop it. What makes electric fences relatively safe is that they only give out a single shock every second or so, whereas tasers deliver more like 20 pulses a second (something to do with the R-on-T phenomenon).
