Perhaps the loaner prefers horses to be 'natural' with proper protection from the weather. If you are satisfied that the horse is well and happy, I should leave well alone.
It IS your horse and any loaner should be willing to comply with any restrictions you choose BUT only from the start of the contract.
IMO if you wanted to stipulate a particular length of mane for the horse you should have done that in the original contract, not decided on it part way into the loan.
