Hello

Basically I have found out today that two shetland ponies are being kept in a back garden of a council house 3/4 days a week (they spend the rest of the week in a field).

Would the rspca or anyone be able to do anything?

World Horse Welfare or RSPCAcould take a look and advise as they see fit - if they can get onto the property. If the issue is potentially serious enough they d have the option of getting Police presence to gain access.
 
Why ? Odd place to find 2 shetlands but if they have a field as well then what's wrong with keeping them in a garden ?
 
The ponies have been 'rescued' by this person, but they are well known for neglecting their animals, or just getting rid of them. I haven't seen the ponies and I understand they are in okay condition at the moment but they aren't likely to ever see a wormer, farrier or vet.
