Would you buy a horse...

How much work are you prepared to do and how cheap is the horse? If you're prepared to put in the time then possibly, but there's no quick fix for the head carriage (unless of course you want to try the South African baler twine method!).
 
That won't have it's back feet shod, and has extremely high neck carriage

What breed is the horse? Some breeds do have a natural high head carriage. What does the horse have in it's favour (conformation/temperament/ability etc...)? How old is the horse?
 
If its a young horse maybe, still plenty of time to correct these problems and high neck carriage won't have caused back problems, hock problems etc yet. If it is an older horse it could be too set in its ways.......
 
Was it this horse on arabianlines?

She is broken to ride and really enjoys hacking out. She is mainly hacked out alone but will hack sensibly in company. Very good in traffic and to box. Good with blacksmith but will only have shoes to the front.
 
My Anglo Arab wouldn't have any of his feet touched when we first got him and his head carriage was high. Like you say, if you're prepared to put in the time I think all of these issues are solvable.

You are right though, if you really aren't sure then it's probably not the right horse for you.
