At the weekend we had a visit from a bridleways group to discuss how to get a ridden bypass to a very busy road. They weren't terribly helpful, but that is another story. They left us with horse rider and driver census forms, asking for every name, address and telephone number of each rider, how many horses they had and whether they were ridden, driven or retired. I thought this a bit suss and contacted the County Council ROW officer for their form...all it requires is the number of horses in a parish, and the addresses and ESTB date of riding schools, liveries or hunt yards. Question is would you collect and give peoples personal details to a bridleways group, even though associated with the BHS, still not a registered government agency? I'm wondering about data protection and just how much hot water I could land myself in...although I already seem to be stewing quite nicely for just asking them to help us get a safe route for a few (20) riders.
 
If all you have to do is find out the number of horses in a parish, this as a collective number, isn't breaking any data protection laws.

Furthermore, giving addresses of riding schools, liveries and hunt yards I don't think would be either, because these places would (in the main) be advertised so there's no data protection issue there either

But the first 'group' getting you to collect everyone's names and addresses is skimming a bit close to the mark. I don't see a problem AS LONG AS those people who's addresses you're collecting are fully aware of where their information is going, and what it will be used for.
