I have a farmer who supplies me with hay for my other horse (who is at home, not in livery) so I might see if I can buy some in from him (it's cheaper as well!)

Then it's an easy cop out for now "opps, got too much delivered to home no room to store it will use it here".
Shouldnt take long for YO to change his hay if it is that bad-no-one will want to touch it.

Tell him you couldnt possibly use it as you have a dust allergy and it will make you ill, or your horse has a allergy and vets reccomended to feed good quality hay, tell him your not too sure about it and show it to him, ask him what he thinks, surly he must know how bad it is, he may not even be aware just how bad it is.
I definatly wouldnt feed it to any of my boys, it really needs burning, if its stored with good hay theres a change it will trun that bad as well.
