Basically, i've just seen a young horse tethered on am industrial estate. I wouldn't say it's anymore than 18 months old. It's got a bucket that i'm guessing is for water but no shelter and with the cold weather coming back i'm worried bout it. A huge past of me is saying just report it, but a tiny part is saying to give it a day or so and if it's still there report it then. What would you do? Thanks in advance.
 
if it's a gypsy horse (which it probably is, if tethered) then tbh as long as it has water and a bit of feed, I doubt RSPCA or similar will do anything at all.
i'd wait a day or two tbh, unless it looks very skinny etc.

To have no access to shelter or visible signs of hay in current weather conditions is cruelty

I agree with the others that have said to phone the authorities. Let them use their expertise and decide if something should be done.

You will then be able to sleep tonight with a clear conscience and no regrets.
 
Where is it KirstyLou, could you PM me the location please? Don't bother ringing any part of Cornwall Council. If you are worried, ring WHW. They (the owners) will probably move it in a few days anyhow.
 
From a distance (from the road) it doesn't look to be in poor condition. But i've not approached it. I don't know how friendly it is so don't want to risk scaring it or anything. There is no sign of gypsies or anything near by though.
 
Well, with the ampunt of horses pretty much all the rescue centres are being over-run with at the moment, I can't imagine they'll be rushing to do anything until the horse is in a bad state.
I'd keep an eye on it, and if things get worse and you begin to fear for the life of the horse, then report it immediately.
