Today i saw a lovely cob tethered in a field with no hay or water in this snow... there where no tracks to or from it so no one had been near that horse for a few days at least and it def has not moved!

Now i have never reported anything in my life but i feel like i should report this..... Would you???

If you believe that nobody has been to it then yes. report it.
 
Yes I would. I know the RSPCA have had alot of trouble with call outs when horse/pony has been fine but it doesn't sound like that one is. I wouldnt be as worried if it wasnt tethered but surly it can't get enough food etc. And even more worrying that there are no tracks. Def report
 
Is his body condition declining since you have seen him ?
Does he look depressed ?

Its snowing so frequently atm tracks could be covered up quickly.

I think i'd be inclined to keep an eye out and report it if he is any of the above or no-one has been tonight.
 
All animals should have easy access to shelter, food and water. Simple. If it doesn't have these things, you must report it!
 
Yes, report it. Although, take into account that it may have been visited by its owner and the snow fall may have covered the tracks. The horse should have access to water, forage and shelter.
However, in my experience of phoning the RSPCA, they have different rules for members of the travelling community. I was informed by a call operator that they tend to visit several times a day and offer water rather than leave a bucket to get knocked over. Hmmm, nice thought, if true. They are also reluctant to approach certain owners who are known to be aggressive. So, ring them and ask for the officer who attends to give you a call after the visit. They should offer to do this, but if they don't just ask, then you can be certain they have actually seen the horse.
If it hadn't been for someone reporting my cob and his field mates they would not be alive today. They were literally at the point of death from starvation. Because of that person, my lad is alive, very happy, healthy and much loved. Do it.
 
Yup I'd report.

Could be its being fed and watered, but if it is tethered in the open with no shelter or the ability to move around to keep warm, I'd say it needs a phonecall being made.
 
We've got one tethered in a field just up the road with no hay, shelter and the water bucket is completely frozen through so I couldnt even break it. Called the Rspca and was told they wouldnt do anything for a week. I wonder what the horse will be like with no water or food for a week? Still I suppose it could eat snow (sarcasm at its best).

In which case you can escalate it directly to your local police force control room, as an incident reportable under the Animal Welfare act.
The police hold the power to enforce action to be taken immediatley.
 
I would report it - ok maybe all ok and horse being cared for but youre not sure so ring up report it and explain - if there is a problem it can be nipped in bud but if there isnt you will feel assured horse is ok and have peace of mind :) x
