Wrinkled skin on neck, pic - is it normal?

Rising 3yr old, if she just turns her head a tiny bit to the side all the skin on her neck and side of cheeks wrinkles up. Is it normal? I'm sure it hasn't always been like this! She has been rubbing her neck a bit. None of my other horses seem to have it. Anyone else's horse got wrinkled skin?

Horses don't get fat on their face jawbone/cheek. The photo is the top of her neck and the side of her face jaw/cheek bone. Its loose skin but just wondered why. Having looked through some pics from a few months ago she didn't have it then and she is no fatter now. Also today i have discovered that her 20yr old half brother (same dam) also has it but he has it everywhere - neck, belly, hindquarters, thighs, inside of thighs (noticed while he was rolling in field) and he is underweight at the moment due to teeth problems (had 2 teeth out couple weeks ago). Neither of them are dehydrated.
 
One at my work like this-he's hunting fit and definitely not overweight! Drinks plenty so I don't think he's dehydrated either, pretty confused also! :confused:
