i need a skull cap,, what passes does it need for it to be safe and comply to the rules?

PAS 015 is the one the pony club insist on I think. There is another one as well BS 1384 and an ASTM one which I think is American in origin.

Have just checked in my charles owen SJ hat (the only one inside at present) and it has all three.

There is the BSI Kitemark as well which is essential - for PC and BE.

BE rules are : -

3. PROTECTIVE HEADWEAR
Protective Headwear to the specification PAS 015 or standard ASTM F1163 are
considered to afford greater protection than the standard EN1384. It is emphasised
that hats bearing a quality assurance symbol e.g. Kite mark or SEI are batch tested
and therefore of a constant standard. A hat meeting one of the following standards
is compulsory for showjumping and cross-country (including warm-up):
British All PAS 015, BSEN1384 Provided they are
European EN1384 } Kitemarked or SEI
American All SEI ASTM 95, ASTM F1163 and SNELL E2001
Australian & New Zealand All AS/NZS 3838 1998
