Yes - brilliant blog site. I think we should have one in this country - the US are more litigious than us and they seem to get away with it! Mind you, they do seem to have extreme examples of silliness to draw from - or do I just lead a sheltered life?
 
It is very common in the USA for people to put children on horses - usually old, steady sorts, rather than the one in the picture.

Often they are safer on a well schooled horse, than an evil little pony that can't be corrected by an adult. On the other hand, it is further to fall if anything happens.

I have watched this sort of behavior for 50 years in the good old US of A. I don't know what's worse, the bad parenting or the over-padded, OMG attitude of the UK.
I will say I have watched these kids for years and never seen a bad accident. Usually these are old "rope" horses that have been there, done that. My kids learned to ride on just such horses (but without the tie-down, flapping reins etc.) I just received a letter from my 36 year old son who swears I let him fall off a horse 8 times in 24 hours. Now, I don't remember it, I swear! But he has the memory of an elephant so he's probably right. Now where do I get a "bad parent" award? He is a full professor though, so I guess his brain didn't get too damaged!
And back "in the days" we didn't use helmets. I still get yelled at over here when I don't wear one. Still I always said if I fall off a horse I won't break my head, just my neck. But all that said, well, after what happened to Chris Reeves I guess we all should remember helmets, especially for kids as young as this one.
Remember in western events helmets aren't required, everyone rides in a regular old western hat...this picture makes me cringe, though it isn't as bad as one I saw in person where they had actually strapped a kid onto a big horse. My grandfather was with me and literally threw a fit, said if the horse fell the poor little tike would have no chance.
 
But that's your choice not to wear a hat!!! A three year old doesn't know better - and it's up to the parents to make that decision. I'm gobsmacked that parents would do that. You might not have seen an accident, but it doesn't mean they don't happen.

It's not an ''OMG'' attitude...because everyone knows it happens....but it's still shocking that parents think it's okay to let their 3 year old do that...

Learning to ride a big horse when you are little, with a hat on, is very different to what is happening in the picture....

True, but that little girl isn't wearing a hat, is going WAY too fast, with no one standing beside her to possibly stop a fall.......It's just crazy....
