Youngsters getting anxious away from their herd

Some advice please :)

I have 2 youngsters, both about to turn 3.
Both live out with my cob and 2 others.

My filly I've had since 9 months, and I have no problems with. She'll go anywhere with me and doesn't get distressed away from her paddock pals.

The other I bought 3 weeks ago. He's a lovely fella, quite laid back when in the presence of one of my others but out of eye shot he gets really upset.
There could be other horses only feet away but this has no effect, he still gets upset.

Firstly I appreciate he's new and settling, although he seems very settled in his paddock and in the barn with my other ones.

At the moment I am starting the backing process with my filly as we've been doing ground work for a good while and she's ready.

In the meantime I had planned on doing ground work with the new one, but first I must solve this anxiety problem.

I can walk him in alone and he's fine, but he notices instantly his pals aren't there. Distraction with hay or food barely works, he just grabs mouthfulls and is clearly upset.

Ideas?
I can for the forseeable future babysit him with one of my others but it's not realistic for this to continue indefinitely :(
