Apps are kind of like what programs used to be but usually smaller. You get them direct from your smartphones or tablets - they have built in 'app stores' to make it easy.

You can get free apps that will record and they are usually motion activated. So if you can install them on your old laptop it should be able to record it, usually into 'the cloud'. Some apps even alert you on your smartphone when recording begins so you can watch.
I believe they tether them next to the road so they will get used to being close to traffic. Really hate to see it though, they must struggle to get much sleep, and sometimes the amount of traffic going past them is insane. A big lorry wizzing past is going to scare anybody.
It's a predicament! My initial thought was it might get hurt in a cage getting legs or claws caught in the mesh but maybe there are other kinds of crates? I don't know as I have never crated my dogs. You may find http://www.canine-epilepsy.com has some useful information for you.
