Might be wrong, but I thought it was the OWNER who was supposed to both inform the PIO that the horse had been destroyed/died and then send the passport back for annulment.

A lot can change in a mouth of any horse in a short space of time. Just because he has seen a dentist within the last 12 months, does not mean its not his teeth. You need to get the dentist back out :)

Absolutely this.....I see one council in particular is starting to do this. 7 days to prove the horse is yours by providing passport and proof of ownership. For the vast majority there are no passports of proof of ownership and they are being PTS.
