When out and about the access is a major problem, but probably moreover some shop owners and some of the general public dont actually...
So, regarding the weight you are allowed to pull - is it more than when you travel horses in a 3.5 lorry when my allowance is about 1.1? Sorry unsure as been a long time since I have towed.

Having had a big lorry, moved onto a delighful 3.5 Marlborough Hunter (which I love) now want to get a trailer, many of which I have seen at events...
I have a Marlborough Hunter and have been weighed twice at BE events by a chap who converts 3.5 vehicles to 3.9 to sort this "two horse" issue. When I bought it I was assured it had a 1.2 payload.
For some reason on each occasion my weight was hugely different i.e. about 400 difference...

When you have greys lightweight rugs are your best friend!

Mine that in work are and that are not yet clipped only have a lightweight rug on when temperature goes under 10 at night or it is due to rain - for convenience more than for the chilly factor.
The other two that are clipped have light weight or no rug on during day (Hertfordshire area)...
It would be much simpler if there was clear rules etc for riding on the roads, rather like safety belts being obligatory etc.
