I really wouldn't. If you want him to be more careful, there are far safer ways of teaching him - with pole work /grids etc. Is he young and large? It's a common problem for such horses, but give him time - that way you'll end up with a sound horse!
I think people may be more stylish riders, in that they can do a passable prelim test, but there are many riders who have no nerve, no common sense and don't want to venture past the security of the arena fence - therefore they may find a horse who asks questions and has an opinion a bit more...
