Is puppy farming actually illegal?
If you have your breeding license and declare your earnings does anyone actually care? Whether or not this specific person did so.
Just interested, really, I’ve no skin in the game other than feeling sorry for all the dogs whose lives have been at least compromised.
And how do you decide somewhere is a puppy farm? Multiple litters raised together? A number of litters? General squalid mess?

No evidence or bad experiences but a UK seminar presenter has been saying she's bad news for ages, including over here.

KC really don’t care. They are just interested in the revenue from registered litters. LL is by no means the only person registering questionable litters. There’s a small toy breed I know of that typically have litters of 2-4 pups, yet one prolific breeder has for many years been registering litters of up to 8 pups to one dam !

Maybe it can be legal, but IMO breeding litter after litter, breeding bitches on successive seasons, breeding for something un-natural ie excessively squashed noses, bandy bullfrog legs, merle/merle, or even excessive smallness for the breed is definitely immoral, greedy and un necessary.
What is my description of a puppy farm? Anyone who breeds multiple bitches for profit and does not give the dogs the 5 freedoms, proper care, time and training.

Not in England, no. Wales, yes, with government subsidies, so I understand. Carmarthenshire has the highest number of puppy farms, I believe. I think Many Tears is there. Happy to be corrected if I’m out of date on any details.

Don’t get me wrong I’m against it on every level, I’m just wondering if these people will actually be prosecuted for anything.
 
From what I have read they have broken the terms of their breeders licence by having too many breeding bitches/litters, but whether anything could be done about that legally I don't know.
As for what is a puppy farm, personally I would include people breeding purely for money, often having more than one litter at the same time . I know a lot of people just think of those mass producing pups as puppy farms but I feel quite a lot more fall under the umbrella.
Unfortunately despite all the publicity people still don't do their research and in a lot of cases aren't prepared to wait for the right puppy, easy prey for those who produce puppies without already having a waiting list of would be owners.

Puppy farming is only illegal in Wales and England if they don't have a licence.
