If this woman is overweight she should not be riding ponies 15 hands and under , OP also said the woman was causing back problems because of her weight, if this is the case, it is a welfare concern, but not knowing the woman we have to go on what she says. A lot of people ride horses and ponies that are not up to the weight, and if this is the case here then she needs stopping. As op is the only one who knows her, if she is overweight and riding these animals, they are relying on her to do something about it. Or is riding animals you are too heavy for, not a welfare problem for anyone on this site
