When cantering my sec D, he puts his head in his chest to avoid the bit, so i've been giving him head and doing half halts on 1 rein to steady him, he seems to be more settled this way and raises his head. He wears a dutch gag with 2 sets of reins because he's strong when he wants to be and can be very on the forehand. I only use the gag rein when the snaffle rein fails. Does this sound ok, or as any one got any other suggestions.
 
I would have thought it was the gag action of the bit that was causing him to bury his head and drop behind it. Why not try some other bits and see if there is alternative that he prefers which also gives you control.
 
If you're happy to ride with 2 sets of reins, a Cambridge gag is much better for strong cobs, only use the gag rein if needed as you suggest. I used one with great success on a cob which was part Suffollk Punch, so you can imagine how strong he was!
Dutch gags, like pelhams can encourage strongly built horses to go behind the contact.
 
I'd probably look at a different bit as the DG can force horses to evade the bit......also two reins not a problem as your right you can give and take as needed
