April, the rider rep is a well-known rider appointed at every BE event (even down to BE90 etc) to liaise between riders with concerns (specifically about xc) and the officials.
in the past they have been brushed aside. Burghley 04 was a very famous example. they had a very experienced rider rep (who just happens to be a course designer too!) and he and all the riders' concerns and specific - and reasonable - requests (at the Riders' meeting) for slight changes were ignored.
the system works in principle but not really in practise imho. at a lower-level event, a novicey competitor might feel embarrassed or overawed by the thought of having to go and find rider X (usually someone famous) at their lorry, where they are probably flat out all day riding lots of different horses. the chances of their spare time coinciding with yours, if you have a query, are minor... as i know from experience! i think it's something that needs changing tbh.

Right I've legged it across campus, handed in something that I've been ignoring for weeks, been to the library and the shop. Now I'm back for an ideal 3 hours
