OP sorting the diet will help a great deal, and it sounds like you're on top of that
. I feed my ex-racer sugarbeet (unmolassed), bran, oats and linseed. Minerals are also a help, I'd recommend something like Pro Hoof or Pro Balance +.
Regarding shoes/no shoes, I'd say it really depends on the state of the back of the foot as to how sucessful you'll be if you keep the shoes on. From your description I'd guess that the caudal hoof is likely to be very weak and in need of stimulation. My personal opinion is that the best results will be from removing the shoes and using boots and pads for exercise until the feet are stronger.
